周小川在IMF和世界银行春季会议期间接受新华社记者采访时表示，中国政府在“十二五”规划里提出要实现人民币资本项目可兑换，今年是“十二五”的最后一年。随着人民币国际化的推进，也出于中国自身在贸易、投资、金融市场活动中的需要，中国政府会加快改革，推进这一目标的实现。 请看新华社的报道： China will take a series of reforms to further increase the capital account convertibility of renminbi, and make yuan, a more freely usable currency, governor of the People's Bank of China (PBOC) Zhou Xiaochuan said on Saturday. 中国人民银行行长周小川18日表示，中国将进行一系列改革，进一步增强人民币的资本项目可兑换性，使人民币向可自由使用货币方向发展。 “资本项目可兑换”的英文表达就是capital account convertibility，是指一种货币不仅可以在国际收支经常性往来中，将本国货币自由兑换成其他货币，而且可以在资本项目上进行自由兑换。 周小川表示，中国将进一步expand cross-border investment channels for individual investors（拓宽个人境外投资渠道），relax foreign exchange regulations（放松外汇管制），facilitate access to the Chinese capital markets by overseas institutional investors（促进境外机构投资者进入中国资本市场），further facilitate the international use of renminbi（进一步推动人民币国际化）。 |
