Message from Ms. Irina Bokova, Director-General of UNESCO, on the occasion of the International Day of Persons with Disabilities 教科文组织总干事伊琳娜·博科娃女士在国际残疾人日的致辞 3 December 2016 2016年12月3日 Every year, International Day of Persons with Disabilities is an opportunity for the world to stand together against the discrimination of women and men with disabilities and to raise the flag for inclusion and empowerment through education, the sciences, culture and communication and information. 每年的国际残疾人日都为世界提供一个契机,让我们站在一起,共同反对歧视残疾人,并通过教育、科学、文化以及传播和信息等手段,推动对残疾人的包容和赋权工作。 The 2030 Agenda for Sustainable Development connects inclusion and development – this is vital, because persons with disabilities continue to face discrimination, violence, stigma, and exclusion. This is particularly true for the most vulnerable groups in society, such as migrants, refugees and indigenous people with disabilities. Women and girls also shoulder heavy burdens, lacking opportunities, at greater risk from abuse, violence and exclusion.
