BECAUSE of the September 2001 attacks, the NewYork Police Department has become asophisticated counter-terrorism agency. In thedecade since then the NYPD has increased thenumber of detectives on a joint task-force it haslong operated with the FBI from 17 to more than100. It hired a former senior CIA spook to head itsintelligence division.
